notify other bars of problem people. >> we will do whatever we can. >> reporter: it will give them the power to limit the hours of operations where there are problems. reporting live, janine de la vega, ktvu channel 2 news. undercover agents hand out dozens of citations for alcohol violations. they handed out 30 near uc santa santa cruz. one near university of california at berkeley and one near san jose campus. we have new video of an apartment fire in concord. it came in 30 minutes ago. the fire started after 1:30 p.m. this afternoon on clayton road. initial reports had three people trapped. when firefighters arrived they

found one woman inside, she was taken to the hospital. the cause of the fire is under investigation. a bill that gives local courts more control over their budgets. the bill passed today would give trial courts more power to determine spending priorities. they said politics should not get the involved with judicial matters. >> priority is to keep the courts open. i think that is the best example to point to. >> the bill now goes to the senate. governor jerry brown's plan to raise the sales tax is gaining powerful friends and phose. the teachers association will back the plan and now independent business and taxpayers association are uniting against it. they say california is the

third most taxed state in the nation. they were the perfect couple to adopt a son but 10 years later that child is behind bars charged with their murders. ktvu's rob roth is live where he spoke to the people they helped during their life time. >> reporter: the 15-year-old admitted to the killings that happened here. people left flowers and candles, a memorial the family dedicated. authorities aren't saying why susan poff and robert kamin were killed. we learned the teen will be tride as an adult. they were -- tried as an adult. robert kamin was a physician's assistant in san francisco. >> susan was the wonderful woman. she had a unique ability to understand where they are

coming from and help them. get better. >> reporter: susan poff helped get him off drugs, alcohol and the streets. >> she get on me about being stubborn. and i appreciated that, you know, because she -- you know, she really cared. >> reporter: robert kamin was a psychologist at the san francisco county jail. >> completely against violence. and would remind people that is the right way to go. >> reporter: police found the bod s friday -- bodies friday in the car. their son is now in the county jail. >> those of us who knew soups knew she was struggling with a teen but -- susan knew she was struggling with a teen. nothing unusual. no expression of fear or anything like that.

>> reporter: the teen is due in court tomorrow afternoon. he faces two counts of murder. his mother and his father. rob roth, ktvu channel 2 news. more details on that double homicide. police went to the house on friday after they were alerted by robert kamin's co-worker he dinnedt show up for work. officers didn't find anything unusual and left. it was on the second visit officers found the couple dead inside their car. the couple had been stranged and the car was set -- strangled and the car was set on fire. man arrested for a stable stabbing. he was taken into custody yesterday. police say he killed a man thursday during an argument. the suspect remains in san francisco county jail tonight. tomorrow the state assembly

will vote on a bill to loosethen state's 3 strikes law. the bill would put a measure on the ballot that would require a third strike be for a serious or violent felony. right now any third felony striggers a 25 year sentence. -- triggers a 25 year sentence. a drop in donations means parents will have to make up the difference. instead of paying $90 a year. they must pay $90 a month. boys and girls clubs charge just 20-$25 a year. hundreds of people showed up for a job fair today. they met with recruiters. there were also experts on hand

to offer tips on job hunting. dianne feinstein responded to a challenge from a republican by sending out her first tweet. she was accused of being out of touch because the senator didn't maintain a facebook or twitter account. she responded by setting up an account and tweeting about a new courthouse in los angeles. she is running for senate guest dianne feinstein. a product used in hair salons must change their labels. the product used said the solution was free of formaldehyde when it was not. the change is part of a settlement with the company. 21,000 bay area kaiser employees say they are going on strike tomorrow. ktvu's tom vacar is live at kaiser headquarters to explain

somewhat behind the walk out. >> reporter: it will be a huge display of union power which the hospital says violates the nurse's contract. you wonder if anybody is really communicating with each other. >> reporter: the strike will effect 21 kaiser hospitals. 4400 members strike tomorrow at 7:00 a.m. like the strike last september, it is the second action in four months and that eupian is getting -- and that union is getting help. the building engineer's union will strike with them. 17,000 kaiser employees will give the strike its true strength. >> there is a clause in their contract that states they will not strike during the contract period. >> we are not doing a strike or

work stoppage. we are doing a sympathy strike. the reason for the strike is to assist patients in getting better care more quickly. >> they may get into their first appointment but they won't get follow up care. >> this is not about quality of care. this is salary and benefits. we have been waiting for six months for them to get back to us on our first proposal. >> our hope is kaiser will warning in good faith and end it. >> we are planning to provide excellent patient care. >> reporter: the hospital sued the nurses to force them to come to the bargaining table and no emergency or other service will be curtailed. consumer editor tom vacar, ktvu channel 2 news.

home page. a company showed off a state of the art device that could help pg&e workers-find natural gas leaks while driving. they outfitted a car with a instrument that use as hose to detect gas levels. the readings are send in real time. the company says the vehicles are a huge step up from the handheld devices currently used by pg&e cruise. >> i was watching the dial, it was not very precise. nothing compared to what we can do. >> pg&e plans to test two of the vehicles with the possible goal of expanding to 25. the city counsel will discuss the expansion of facebook's new campus. facebook moved to the new campus on willow road last month. there are 2,000 people working in menlo park.

they want 6600 employees. also, another city counsel meeting right now on whether to pull funding for the transit station. it was slated to be built east of the technology park. fillets say it would save the city $1 million if they decide to pull the funding. despite the rain, california snow pack is still below average. officials said the sierra is 38% of average. that is an improvement since the beginning of the month. another survey is set for wednesday. officials say levels are fine because of last year's wet winter. surprised they are 38% because we have had little snow and rain around here. rainfall in the bay area below 50%, some below 40% and 30s. 37 tomorrow morning. that is the temperature in
